Functions of Budget Division

The preparation and submission to Parliament of the Central Government’s Budget, other than the Railways Budget, as well as the supplementary Demands for Grants and Demands for Excess Grants, are the responsibility of the Budget Division. This Division also deals with the President's Rule's Budget, Supplementary, and Excess Demands of State and Union Territories. In addition, the National Savings Organization and Small Savings Schemes, Duties, Powers, and Conditions of Service of the Comptroller and Auditor General of India, Accounting Procedures and Classification, and dealing with issues relating to the National Defence Fund, Railways Convention Committee, and Central Road Fund are all under the purview of this Division, which is also in charge of settling all issues pertaining to Public Debt, market loans of the Central Government, and the fixing of terms and conditions of lending by the Central Government Additionally, the Fiscal Responsibility and Budget Management (FRBM) Act, 2003, as Amended in 2012, and the Rules formulated thereunder are administered by the Budget Division.

The Budget Division is also in charge of the tasks associated with the Treasurer Charitable Endowment. According to the Charitable Endowment Act of 1890, the Central Government may, on application, order that the property be vested in a Treasurer Endowments on such terms as to the application of the property or the income therefrom as may be agreed upon between the Government and the person(s) making the application. This applies to property that is held in Trust for charitable purposes. At the moment, Deputy Secretary/Director (Budget) holds this position. Sections at S.No.1-10 handle all budgetary matters pertaining to Demands for Grants and related subjects of various Ministries/Departments of the Central Government in addition to work of a routine administrative nature. The majority of the work done in the Budget Division relates to the Review of Receipt and Expenditure Estimates as part of the process of making Budget Estimates, Revised Estimates, and the Statements that go along with them, which are included in the various budget documents. The Ministries and Departments provide the relevant Sections in the Budget Division with comprehensive estimates of receipts and expenditures in the prescribed formats. As part of the process of putting together the Budget and other documents related to it, these estimates are examined in depth and further consolidated. A brief explanation of this process can be found below.
