Recently, the Government e-Marketplace (GeM) commemorated the achievements of “Start-ups, Women and Youth Advantage through e-Transactions” (SWAYATT).

Details of SWAYATT

• The programme was launched by the Ministry of Commerce and Industry in February 2019.

• The objective of SWAYATT is to include varied categories of service providers and sellers on its portal.

• It is done by inducing measures to facilitate registration and training of such exclusive categories of sellers and manufacturers, strengthening MSME sector, supporting female entrepreneurship and boost start-up’s involvement in public procurement.

Progress through SWAYATT

• Enhanced Business Opportunities – The GeM portal has been able to register Micro and Small Enterprises (MSEs) in excess of 8.5 lakh units and they transact business of more than Rs. 1.87 lakh crore which are spread over more than 68 lakh orders.

• Women Empowerment – About 7.32 lakh orders have been delivered by over 1.45 lakh MSEs exclusively run by women to generate 15,922 crores.

• Empowerment of SC/STs – More than 1.35 lakh orders have been delivered by 43,000 SC/STs to execute orders worth 2,592 crores through the portal.

• A Market for Farmers – Through GeM, about 105 Farmer Producer Organisations (FPOs) are now able to sell agricultural products in excess of 200 straight to the government.

• Social Inclusion – Social inclusivity is prioritised through a strong focus on improved participation from underprivileged sellers.

Details on Government e-Marketplace (GeM)

• GeM is a type of online market place that was established in 2016 by the government of India to aid government ministries, public sector undertakings (PSUs), other departments, etc. to procure goods and services at the best rate.

• It has been considered as the domestic procurement portal of the country.

• GeM was set-up as a section 8 organisation and the administrative responsibilities of the same are borne by the Department of Commerce under the Ministry of Commerce and Industry.

• GeM was created by the Directorate General of Supplies and Disposals under the Ministry of Commerce and Industry with active technical help from the National e-Governance Division of the Ministry of Electronics and Information Technology.

• It works under the Directorate general of Supplies and Disposals under the Ministry of Commerce and Industry.

• It is a purely system-driven, cashless and paperless e-market platform with the least human interface that helps in obtaining goods and services of common use.
